The CDC rows are model-based aggregate estimates indexed to census tracts. They do not represent observed individual health, diagnose people, or assign a health value to an H3 cell. Publisher fieldName identifiers and definitions are authoritative source terms; source-columns.2025.json is the closed binding between publisher fields and Codex output names. The CSV header retains the trailing TAB on MOBILITY_CrudePrev; publisher fieldName is mobility_crudeprev_, while output is mobility_crudeprev. Any estimate_field pairing uses the source-field namespace.

The APRS envelope mappings below describe the canonical conceptual boundary. The collector writes the flat source-record projection documented in v1.0.md; envelope-only doc_id, chunk_id, nested acl, confidence_score, effective times, and per-row provenance are not emitted in this increment.

3. Deviations and interpretation

Deviation Rationale
CI values remain strings rather than 80 separate lower/upper numeric columns. The publisher supplies paired CI text; preserving it avoids unreviewed reinterpretation. A quality evaluator may parse bounds for validation while retaining the source text.
occurred_at is null in the flat profile; effective_from and effective_to are absent. The product consists of modeled aggregate estimates, not dated health events or legal intervals.
No confidence_score is assigned. CDC estimates and confidence intervals are source statistics; a generic Codex confidence score would imply unsupported calibration.
H3 derives from supplied tract centroid. H3 is a tract locator to support geography lookup. It must never be read as a cell-level health estimate.
Current CDC metadata states U.S. Government public domain terms while the 2024 HHS catalog entry listed different terms. The discrepancy is recorded in dataset-specific evidence; the explicit 2025 CDC metadata and agency policy govern the recorded research disposition pending further review.
