The WAC rows are annual job counts for one workplace census block in one LODES year. They are not origin-destination pairs and do not follow the H3 commuter-flow crosswalk in ../lehd-flows/ontology-crosswalk.md. Census WAC column names are the authoritative source terms; WAC_FIELD_MAP in scripts/collect_lodes_wac.py is the closed binding between those columns and Codex output names.

The APRS envelope mappings below describe the canonical conceptual boundary. The collector writes the flat source-record projection documented in v1.0.md; envelope-only doc_id, chunk_id, nested acl, confidence_score, effective times, superseded_by and per-row provenance are not emitted.

2. Codex extensions and geography rules

  • axc:lodesYearAnchor is the deterministic occurred_at value {year}-01-01T00:00:00Z. It lets one-year packages share the APRS clock fields without inventing an event date; use year for temporal queries.
  • record_id (urn:aprs:record:lehd:wac:{state}:{year}:{w_geocode}) is the only identity column; w_geocode is the source geography key, not a registry join key.
  • No H3 cell, tract GEOID, jurisdiction slug or naics_code key is materialized (governance/join-key-participation.v1.json). Do not derive tract joins by truncating w_geocode without checking boundary compatibility.

3. Deviations and interpretation

Deviation Rationale
Census column codes are renamed to descriptive snake_case names. Same values, readable names; WAC_FIELD_MAP keeps every name traceable to its Census column.
Only total, age, earnings and NAICS-sector counts are kept. The projection is closed to the WAC_FIELD_MAP columns; no other WAC column is emitted.
occurred_at is a year anchor, not an event time. WAC counts are annual aggregates; the anchor is fixed by the collector and labeled as such in the governed card metadata.
Clock columns are RFC 3339 strings. The collector writes strings and the Arrow schema infers string; consumers parse them when they need timestamps.
No confidence_score. Census counts are noise-infused statistics; a generic Codex confidence would imply unsupported calibration.
WAC replaces OD in the published LEHD packages. The lehd-flows OD schema is planned and census-lodes-od is unresolved; the published LEHD packages carry WAC only.
